Buyer's guide · Philippines
Construction management software in the Philippines, a buyer's guide.
What a system for a general contractor has to get right under Philippine rules, the questions to ask any vendor, and what decides the price.
In one paragraph
The short answer.
Construction management software in the Philippines keeps each project's budget by cost code, buys and tracks the materials, records labour and equipment at the site, and bills the client by progress with retention held back. It is used by the general manager, estimators, purchasing and the warehouse, site engineers, project managers, accounting and payroll. It must keep the contractor's PCAB licence and its category in view, handle the creditable withholding tax certificates (BIR Form 2307) on every progress payment, and, on government work, follow the procurement law and the agency's own billing rules.

Part 1
What it must do on every project
A contractor makes or loses money in the gap between the budget and what the site actually used. The system has to show that gap while the project is still running, not at turnover.
- A project budget by cost code, from the awarded bid, with change orders approved and added.
- Material requests from the site, purchase orders, deliveries and receiving reports.
- Stock per site and warehouse, transfers between sites, and a check of material used against plan.
- Daily site reports, manpower on site and equipment use charged to the project.
- Progress billings by percentage of work accomplished, less retention, recoupment of the down payment and withholding tax.
- A work-in-progress schedule per project, and an approval when spending runs over budget.
Part 2
Progress billing, retention and BIR 2307
Most contracts pay by progress: the contractor bills the work accomplished, the client's engineer certifies it, and part of each billing is held back as retention until the project is accepted and the defects liability period ends. A system should compute each billing from the certified accomplishment, keep the running retention per project, and show when it falls due.
Clients withhold tax on payments to contractors and give a certificate, BIR Form 2307, which the contractor uses as a credit against its income tax. Every 2307 should be matched to its billing, or the credit is lost at year end.
Part 3
PCAB, government projects and site labour
Under the Contractors' License Law (RA 4566), a contractor needs a licence from the Philippine Contractors Accreditation Board, and its category and classification limit the size and kind of project it may take. The licence is renewed yearly. A system should keep it, and the licences of subcontractors, with their expiry dates.
Government work is bought under the procurement law, now the New Government Procurement Act (RA 12009, 2024), which replaced RA 9184. Agencies such as the DPWH set their own forms for bids, progress billing and retention. A contractor that bids on public works should ask whether a system can produce those forms.
Site workers are usually project employees under DOLE's rules for the construction industry, and the site must follow the occupational safety law (RA 11058). Payroll should come from the daily time records at the site, with a check that every name paid was actually there.
Part 4
What separates a system from a spreadsheet
A spreadsheet per project shows the budget. It does not stop a purchase order from going over it, connect a delivery to the bill from the supplier, notice that a site used more cement than the plan allows, or prove that a worker on the payroll was on site. A system ties the budget, the purchases, the stock, the labour and the billing to one project, with a trail of every approval.
Part 5
With HR, payroll and accounting
A contractor's largest costs are materials and people, so construction management works best inside one system with HR, payroll and accounting. Labour then posts to the project it was spent on, supplier bills and progress billings post to the books, and the work-in-progress figures agree with the trial balance. Workers' IDs and government numbers are personal information under the Data Privacy Act (RA 10173).
Before you buy
Questions to ask any vendor.
- Can it hold a budget by cost code and refuse or route a purchase that goes over it?
- How are progress billings computed, with retention, down payment recoupment and withholding tax?
- Does it match each BIR Form 2307 to the billing it came from?
- Can it track materials per site, including transfers and material used against plan?
- Is payroll computed from site time records, and how does it catch a ghost worker?
- Does it keep our PCAB licence and subcontractors' licences with expiry dates?
- Can it produce the forms a government client such as the DPWH asks for?
- Do we own the data and the source code?
Cost
What decides the price.
Every business is priced on what it needs. These are the things that move it.
Projects and sites
More active projects, sites and warehouses mean more setup and more users.
How you cost and bill
Your cost codes, house models, contract types and billing terms are configured per company.
HR and payroll
Site payroll with time records and government contributions is a larger job than projects alone.
Old records
Bringing in open projects, budgets, stock and suppliers is part of the work.
Site devices
Face or biometric clock-in at the site needs devices and a connection.

Questions
Asked and answered.
What is the best construction management software in the Philippines?
The best one shows budget against actual while the project runs, controls materials per site, computes progress billing with retention and withholding tax, pays site labour from real time records and leaves the contractor's data with the contractor. Compare vendors on those points.
How much does construction management software cost?
It depends on the number of projects and sites, how you cost and bill, whether HR and payroll are included, the old records to bring in and the site devices. A vendor should price it in writing after a meeting.
What is retention in a construction contract?
Retention is a part of each progress payment the client holds back until the work is accepted and the defects liability period is over, as security that defects will be fixed. Its rate is set by the contract or, on government work, by the procurement rules.
Does a contractor need a PCAB licence?
Yes. Under RA 4566, anyone who undertakes construction work as a contractor in the Philippines needs a licence from the Philippine Contractors Accreditation Board, renewed every year.
