Buyer's guide · Philippines
Memorial park management in the Philippines, a buyer's guide.
What a memorial park or cemetery system has to get right in the Philippines, the questions to ask before you buy one, and what decides the price.
In one paragraph
The short answer.
A memorial park management system keeps every lot, niche and crypt on a map with its status, sells them on cash or installment contracts, collects the payments, and records each interment against the lot and its owner. It is used by memorial parks, private cemeteries and columbariums. In the Philippines it must handle installment buyers fairly under the Maceda Law (RA 6552) where it applies, keep the perpetual care fund apart from sales, and file each interment with its burial permit and death certificate.

Part 1
What it must do day to day
A memorial park sells the same piece of ground once, for decades. The system's first job is to make sure a lot is never sold twice, and that anyone at the counter can see at once who owns it, what is still owed and who is buried there.
- Lot inventory by area, block and lot, with status: available, reserved, sold, occupied.
- A park map that shows the status of every lot.
- Contracts to sell, on cash or installment, with the schedule of payments.
- Official receipts or invoices, overdue notices and agent commissions.
- Transfers of ownership and certificates of ownership.
- Interment orders, with the deceased, the date, the permit and the charges.
Part 2
Installment sales and the Maceda Law
The Realty Installment Buyer Protection Act (RA 6552, the Maceda Law) protects buyers of real property on installment. A buyer who has paid at least two years of installments gets a grace period of one month for every year paid, and on cancellation a refund of at least half of what was paid, rising after five years. A buyer who has paid less than two years gets a grace period of at least 60 days. Cancellation takes effect only after a notarized notice and the waiting period the law sets.
Whether the law covers a given memorial lot contract is a question for your lawyer. A system should still track installments paid, grace periods and cancellation notices so the park can apply it when it does.
Interment plans sold ahead of need are pre-need plans, which come under the Pre-Need Code (RA 9829) and the Insurance Commission.
Part 3
Interments, permits and the perpetual care fund
No burial goes ahead without a death certificate and a burial permit from the local civil registrar and health office, and the Code on Sanitation (PD 856) sets the rules on burial grounds and the transfer of remains. The system should hold these documents on the interment record and refuse to schedule one without them.
Most parks charge a perpetual care fee for the upkeep of the grounds. The amount collected should be kept and reported apart from sales, because it is money the park holds for a purpose and owners will ask about it.
Part 4
What separates a system from a spreadsheet
A spreadsheet of lots and a separate book of payments drift apart. A system ties the lot, the contract, every payment and every interment together, so a lot cannot be sold while reserved, a lot cannot be marked occupied without an interment record, and the ageing of overdue accounts is always current.
Part 5
Inside an ERP or on its own
A small cemetery may only need lots, contracts and payments. A park with sales agents, a chapel, funeral services and its own books does better when collections, commissions and the perpetual care fund post straight to the accounting ledger.
Part 6
Data privacy
Owner and next-of-kin records, causes of death and payment histories are personal and sometimes sensitive information under RA 10173. Limit who can see them by role, record every change, and back them up.
Before you buy
Questions to ask any vendor.
- Can a lot be sold twice by mistake, or does the system lock it once reserved?
- Does it show every lot's status on a map our counselors can use with a family?
- How does it handle installment grace periods, cancellation notices and refunds?
- Can it hold the death certificate and burial permit on each interment record?
- Is the perpetual care fund tracked apart from sales?
- Does it compute agent commissions from the contracts and payments?
- Can we bring in our existing lot records and contracts, and who does it?

Questions
Asked and answered.
What is the best memorial park software in the Philippines?
The best one for a given park keeps an exact lot inventory on a map, handles installment contracts and grace periods, records every interment with its permit, and keeps the perpetual care fund apart. Compare vendors on those points.
How much does a memorial park management system cost?
It depends on the size of the park, the map work, the contracts to bring in, the services offered and how it is hosted. A vendor should price it after a meeting on your own park.
Does the Maceda Law apply to memorial lots?
The Maceda Law covers installment sales of real property. Whether it covers a particular memorial lot contract depends on the contract, so ask your lawyer, and use a system that tracks grace periods and notices either way.
Is memorial park software required by law?
No. The law requires correct contracts, receipts, permits and records. Software makes them accurate and easy to show.
