How it was worked out
- Total bill. ₱80,000.00 hospital charges + ₱20,000.00 professional fees = ₱100,000.00.
- PhilHealth. The PhilHealth benefit for the condition comes off first: ₱100,000.00 − ₱15,000.00 = ₱85,000.00. Every Filipino is a PhilHealth member under the Universal Health Care Act. (Republic Act No. 11223, Universal Health Care Act)
- Discount. No senior citizen or PWD discount was applied.
- HMO and the patient's share. ₱85,000.00 − ₱0.00 HMO = ₱85,000.00 for the patient.
- Check the PhilHealth benefit for the condition with the hospital's PhilHealth desk or PhilHealth's case rate list. It depends on the diagnosis or procedure, the hospital level and the admission date.
- Under the No Balance Billing policy, eligible members admitted to ward accommodation in government hospitals pay nothing beyond PhilHealth. Ask the hospital if it applies.
- Hospitals differ on the order of deductions and on whether the HMO pays before the senior or PWD discount. The statement of account is the final word.
- Take-home medicines, room upgrades and items the HMO excludes are left out.

Questions
Asked and answered.
How much does PhilHealth deduct from a hospital bill?
A fixed amount per condition or procedure, called the case rate or benefit package, not a percentage of the bill. The hospital deducts it directly from the statement of account.
Is the senior citizen discount applied before or after PhilHealth?
Most hospitals deduct the PhilHealth benefit first and take the 20% senior citizen or PWD discount on the remaining balance. Ask the billing office how yours computes it.
Do doctors' professional fees get the senior citizen discount?
Yes. RA 9994 extends the 20% discount to the professional fees of attending doctors in private hospitals and clinics.
What is No Balance Billing?
A PhilHealth policy under which eligible members, such as indigent and sponsored members admitted to ward accommodation in government hospitals, pay nothing beyond the PhilHealth benefit.
